Official name, Our Lady of La Paz (seat of government) - Municipality of La Paz with area in the Urban area of ​​3,020 km2 with an altitude of 3625 m.s.n.m.

Since the project was approved, 27,574 requests for operating licenses were handled. The National Institute of Statistics of Bolivia (INE) through the census of population and housing of 2012 identified that in the municipality of La Paz there are 119,500 people who work for their own, which represents 32.55% of the population of the municipality. In the time that the project was implemented, we reached 23.08% of these workers, in turn, it benefits people with first degree familiarity in an equivalent of 22.53% of the total of the municipality of La Paz (367.145), without also consider that each economic activity or legal endeavor contributes to the generation of employment and economic movement, in the purchase and sale of goods and services.

The online process to obtain a license to operate economic activities was initiated on 06/02/2017, jointly with the process of massive registration of economic activities in the municipality.

The project is in progress, hoping to evolve in a continuous improvement, together with the initiatives for entrepreneurs (ideas of new businesses, conjunction of different economic activities), always supporting the entrepreneur and ensuring the legality, the safeguard of health public and citizen security.

• MUNICIPAL REGULATORY ANTECEDENTS The municipality of La Paz, exercising its powers defined in the Constitution, issued the Autonomous Municipal Law No. 217 (12/27/2016), which integrates, updates and modifies the existing municipal patents. This regulatory instrument provides for the simplification of procedures and requirements, as well as the use of computer supports for the granting of the License for the Operation of Economic Activities, for which it provides a period of registration and re-registration of all economic activities in the municipality. (new and old). In January 2017, the adjustments to the computer systems (virtual platform), processes and procedures were developed, as well as the pending procedures were concluded in order to start the new model without pending. During this month the reception of requests for Operating Licenses was suspended to start the project.  During the month of February we have already started the registration of Economic Activities (LMA 217) through the several Districits physical Attention Platforms (face-to-face), and later in May, enable 2 channels of admission of additional procedures; Virtual platform and the Mobile Brigades of the GAMLP, constituted by officials who visited all the economic activities of the municipality taking this process of registration and simplification to each business. During the registration process of economic activities, the new virtual approach and the simplicity of the procedure to legally operate were socialized, explaining the way of use and the facilities granted by the Municipal Government. At the end of the period of massive registration, to date, verification checks have been carried out on economic activities in order to verify the information declared and calling on the activities that do not have the authorization to obtain the Operating License in order to operate.

The project was financed by the Municipal Government's own resources, the initial phase comprised an amount of 2 million bolivianos, destined to the payment of internet connectivity service, AZURE, operative personnel, computer equipment, mobile devices and communication campaigns. For the maintenance of this project in phase II for control and verification, 2018 management, a budget of 4 million is foreseen for advertising campaigns, internet connectivity services, personnel hiring for massive control operations.

Citizenship

•   Citizens access formalization services for their business in a simple, fast way and without delay.
  
•   The procedures are optimized and resolved and care of in shorter terms
  
•   By having legal accreditation of the operation of their business, they can access financial credits, as well as participate in major contracting processes.
  
•   Citizens who consume these goods and/or services are guaranteed access to services provided by businesses that meet the technical, infrastructure and security conditions.
  
•   The geographic limitation to access this service is broken. 

Municipality

•   Promoting environment improvements  (environmental friendly model without paper document).
  
•   Decrease in the workload in the Districts, with respect to the processing of operating licenses, which allows the strengthening of other unattended ones (supervision of Economic Activities for the sale of beverages and food)
  
•   Compliance with deadlines for the attention of operating licenses
  
•   Accurate statistical information is available for the implementation of public policies and economic development in the municipality.
  
•   By achieving the registration and legal operation of Economic Activities, these begin to be taxed to the municipality accordingly, which generated during the 2017 administration an increase in the collection of operating patents of more than 13 million additional bolivianos.
  

Citizenship

• It must expand the diffusion process so that citizens can access this service
  
• Many people do not have the corresponding computer and technological training, which means that they do not use this service
  
• As not everyone has access to information technology, the traditional, face-to-face paper-based procedure is still in force, with a tendency to migrate over time.

Municipality

• System failures, at the beginning they were frequent, currently there are but with lower error rate, however, they must have constant computer support.
  
• Inconsistent procedures were presented at the beginning due to computer lags
  
• Constant training and practices in the management of the system and the regulatory framework of economic activities are required of the own Organizational Units involved in the Municipality

• Work in conjunction with the systems area to correct inconsistencies in the system.
  
• Constant feedback scenarios must be generated.
• The effort in the advertising campaign to spread the service should be reinforced.
• The systems must be constantly updated according to the specific regulations of each economic sector.
  
• Training spaces should be generated for citizens to manage the virtual platform, despite its friendly approach.
