sually, a project is prepared to give solution to one identified problem. In this case, starting thinking in the solution for sanitation, housing, mobility problems, where more than 12 million people live, we developed multifunction project. Those projects join the solution not only for flood problems, but also to have a better use of Guanabara Bay, solve the absence sewage treatment, the absence of recreation areas around the rivers and also planning an unusual interception of the sewage system and control of the process by measuring sludge. It also shows that problems related to mobility were not real, revealing that the absence of health basic assistance is the real problem. So, you can optimize resources and solve different problems making a great infrastructure solution.

The project is consolidated at the metropolitan plan (jan-2016 / jun-2018)
The project was planned to be implanted in the next 20 years, in different phases.
During the process of the elaboration of metropolitan plan, more than 5000 people were consulted in different moments. First in the diagnostically phase than during the scenarios discussion and finally in the preparation of the proposals.
The plan start discussing axes like mobility, sanitation, housing, economic, natural and cultural patrimony, but during the process it consolidate their proposal in six different programs like: recreating the Guanabara Bay, metropolis more sustainable, housing at the metropolis, smart metropolis, equilibrate the metropolis and govern the metropolis.
All those steps demand workshops and discussions with all the segments: civil organizations, NGO´s, private companies, state and municipal level of governor, universities and legislative level.
The metropolitan plan starts in 2016 and has the financial of World Bank trough a financial process with Rio de Janeiro state.
Two basics improvement were expected:
1- Treatment of more than 80% of the sewage of metropolitan area and increasing reduce of floating trash with health improvement conditions
2- Reduce the displacement of people to accesses heath equipments
The governance of metropolitan area is not already consolidated
The situation could be replied in all metropolitan areas of Brazil, bringing the same contribution in health improvement.
