Dakar is the capital and largest city of Senegal. It is located on the Cap-Vert peninsula on the Atlantic coast and is the westernmost city in the Old World as well as on the African mainland. The city of Dakar proper has a population of 1,030,594, whereas the population of the Dakar metropolitan area is estimated at 2.45 million.

The Municipal Secretariat is placed under the authority of the Municipal Secretary appointed by the Mayor among the officials of the hierarchy A or assimilated agents. The Municipal Secretary is assisted by a deputy appointed by the Mayor under the same conditions.

Under the authority of the Mayor, the Municipal Secretary is the superior of the administrative and technical staff of the City. It provides a general mission of organization, impulse and coordination of municipal services. He is also in charge of the liaison between the Mayor and the Administrative and Technical Services. It follows the Mayor's instructions and actions of the municipal services. He prepares the mail submitted for the signature of the Mayor.

The Municipal Secretary assists the Mayor in the preparation and presentation to the Municipal Council of the budget, the administrative account and all acts of day-to-day management. In this capacity, he prepares the convocations of the Municipal Council and the Bureau, drafts the minutes and draft deliberation, in accordance with the legislative and regulatory provisions in force. It ensures their follow-up in connection with the rapporteurs of the Commissions of the Municipal Council and the Administrative and Technical Services concerned.

In addition, the Municipal Secretary acts as liaison between the Mayor, the Municipal Council and the State Representative. It ensures the transmission of the deliberations to the State Representative and ensures their registration in accordance with the legislative and regulatory provisions in force.

In addition to the central mail office of the Services, the Service of the State-civil, the Computer Service, the Center for Professional Training and Improvement of Municipal Personnel and the National Olympic Pool are attached to the Municipal Secretariat.
